The Vancouver Housing Authority, as partner of Lincoln Place LLLP, is  receiving bids from Gerding Builders from Corvallis Oregon, Team Construction from Vancouver Washington, and LMC Construction from Tualatin, Oregon for  Project “201501 – Lincoln Place Apartments until 1:00 p.m. on Thursday, March 5, 2015 at the VHA Community Room at 2500 Main St., Vancouver WA  98660.  The work will be contracted through Lincoln Place LLLP. 

Funding is provided through City of Vancouver and Clark County HOME funds, Vancouver Housing Authority, Federal Replacement Housing, Clark County 2060 grant and tax credits.   The contract will require weekly certified payrolls, the minimum payment of federal Davis Bacon wages and shall be subject to the regulations of the Department of Housing and Urban Development. Washington State Labor and Industries will also require filing of Intents and Affidavits but the project is exempt from any higher State wages.

Brief Work Description: Lincoln Place will be a three story, wood framed multi-family building with 30 studio apartments. In addition to the apartments the building will consist of a ground floor community room, common laundries at each floor and associated mechanical/electrical and service spaces.  The project will provide permanent housing to chronically homeless individuals.  There will also be a space in the building which will assist in the eradication of bed bugs from residents’ possessions.

Site development consists of Right-of-Way improvements along the frontages of both W 14th St and Lincoln Ave.  This includes paving restoration, new curb installation, sidewalks, street trees and lighting.  The on-site work includes the demolition of small structures and site clearing.  New work will include paved driveway with 10 parking spaces, storm water treatment, utility distribution, site lighting and pedestrian circulation.  There will also be a small separate heavy timber framed structure which will provide covered and secured bike parking along with a covered area for resident use.

VHA welcomes proposals from private developers/investors for the sale, master lease with option to purchase, or other disposition to VHA, of new or existing multifamily developments in Clark County, Washington.   Preferred proposals will be for developments of between 120 and 180 units, located in employment growth areas and/or areas with a shortage of decent, safe and affordable housing.  Proposals should include a description of the development in sufficient detail to permit VHA to evaluate the feasibility of operating the development to provide housing to low- and moderate-income persons.  Please address inquiries to Troy Drawz, Development Director.

Developments have included special needs properties for seniors and disabled people, homes for first-time home buyers, tax-credit and bond-financed affordable apartment buildings, and multi-use developments that revitalize neighborhoods by providing housing for a mix of income levels.
