REQUEST FOR PROPOSALS/QUALIFICATIONS
Request for Proposals (RFP) and Notice of Funding Availability (NOFA) – Section 8 Project-Based Rental Subsidy Program
Request for Proposals (RFP) and Notice of Funding Availability (NOFA) - Rental Subsidy Program
The Vancouver Housing Authority (VHA) is seeking proposals from developers and/or owners of multifamily rental properties to participate in a locally-created rental subsidy program. The local program will “buy-down” rents at a market rate apartment property (not subsidized or receiving tax credits) so that the units within the complex that are designated by the owner will become affordable for, and only available to, households at or below 50% of the Area Median Income (AMI). If selected, an owner would receive funds from the VHA to offset the amount the project would require to reduce apartment rents to reach the affordable level.
A pre-proposal meeting will be held on Tuesday May 19, 2015 at 2:00 p.m. in the Community Room of Vancouver Housing Authority at 2500 Main, Vancouver, WA. All potential applicants are strongly encouraged to attend this meeting in order to ensure that the terms of the RFP/NOFA are fully understood.
The RFP/NOFA is available for download here, or at the VHA Reception Desk, 2500 Main Street, Vancouver, WA 98660.
Applications for the first round review are due by no later than 4:00 p.m. on June 19, 2015 and should be submitted to:
